Charlene K. Newell
Vice-President, Management
Charlene began her career in city planning in 1974 and then moved on to what evolved into a 14-year career with three Housing Authorities: one small, one medium and one large. She was the Founding Executive Director of the Bellevue Housing Authority in Bellevue, Nebraska; the Director of Section 8 and later Deputy Executive Director of the Omaha Housing Authority; and the Director of Section 8 for the Dallas Housing Authority. Before joining Alpha-Barnes, Charlene managed a portfolio of condominium properties for a property management company in Texas and was a Liquidation Assistant for the FDIC. Charlene joined Alpha-Barnes in 2000 and has been responsible for a diverse portfolio of RRHA, HUD subsidized, bond, LIHTC and conventional properties located within Texas, Missouri and New Mexico. Ms. Elder has held many leadership positions with state chapters of the National Affordable Housing Management Association (NAHMA), the Rural Rental Housing Association of Texas, Inc. (RRHA) and the American Society for Public Administration (ASPA). She has attended numerous compliance training and Fair Housing seminars and completed college Real Estate License courses. Currently Ms. Elder is working towards earning her Certified Apartment Property Supervisor (CAPS) designation from the National Apartment Association (NAA).
